Board of Director - City of Ocean Springs

L. P. (Brad) Bradford, Jr. - President

Mr. Bradford was first appointed to the Utility Authority in 1993 representing the City of Ocean Springs.  He is currently serving as Chairman of the JCUA Board of Directors and as such serves on the Mississippi Gulf Coast Region Utility Board.  Mr. Bradford holds both a Bachelors of Science degree and Master of Science degrees in Biology from Delta State University.  He is a registered Environmental Manager.  Mr. Bradford has been employed with Mississippi Power Company for 25 years in Power Generation, Environmental Quality and is currently the Chemical Segment Manager in the Customer Service and Marketing department.

F. Douglas (Doug) Shore

F. Douglas (Doug) Shore, a native of Oklahoma has resided in Jackson County since 1957.  Doug retired from Chevron as a Shift Supervisor in 1992 with twenty-six (26) years of service.  His tenure with Chevron included several special assignments such as helping develop, inplement and manage a new concept for employees titled “Process Safety Management.”  Prior employment included Ingalls Shipbuilding (now Northrop Grumman) and Coastal Chemical. 

Doug is married to the former Betty Pettit.  They have two children and are members of First Baptist Church of Vancleave and Gideons International.

He was appointed to serve as a Director of the Jackson County Utility Authority in May 2006 and represents West Jackson County.

Wayne Adams

Wayne Adams is a resident of Hurley and represents the people of Northeast Jackson County.  He is retired from Chevron and owned and operated a successful business for ten years.  While at Chevron, he had the opportunity to follow construction, interface with contract designers and engineers and eventually participated in the initial operation of several new units at the Pascagoula Refinery.

Randy Bosarge

Randy and his wife, Beth, have been married since 1980.  They have two daughters and two sons.  He is a graduate of Pascagoula High School and has attended Mississippi Gulf Coast Community College and the University of Southern Mississippi studying Drafting, Construction Management and Criminal Justice.

In May 2005 Randy established his own construction company: Superior Builders & Developers Inc.  He was employed as the General Superintendent at Sunrise Construction and Development Corporation from 2001 through 2006, overseeing the Mississippi development of subdivisions and the construction of homes along the Mississippi Gulf Coast.

Randy served as the 2008 President of the Southeast Mississippi Homebuilders Association and has been on the Board of Directors since 2003.  He is currently the District 5 Regional Vice President of the Mississippi Homebuilders Association and serves on the State Association Board of Directors. 

For sixteen years Randy served the citizens of Jackson County as a Deputy Sheriff Sergeant and initiated the use of the first drug interdiction unit in 1991 using a trained canine.  He won many awards for his service to the county, including 1988 Employee of the Year and 1993 Officer of the Year. 

Randy and his family attend St. Elizabeth Seton Catholic Church in Ocean Springs where he served as Parish Council President from 2000-2005.  In addition, he is an active member of the Ocean Springs Rotary Club.
